He was told he could get his Pokemon here for free. Getting a starter wasn't on the top of his priorities, but then again, nothing was. He could have gotten one back then if he wasn't too lazy to get himself out of his hometown. Fortunately, things happened and the series of events got him here. Raul didn't know much about how things operated outside home, but since he was already here, he might as well get what he came for.
An open door greeted him as he approached the building, probably left by one of the lab's staff in a hurry. Where's the welcoming committee at? Brochures for starting trainers were left on the entrance at least. He stepped inside the facility without knocking or ringing the doorbell, peering through the corridor to see if anyone was around. They weren't. Grumbling to himself, he wasn't sure how to proceed if there wasn't anyone to help him. He'd be better off snatching the first Pokemon he saw if no Professor had been around now that he'd thought about it. Raul wasn't sure if that was allowed though, regardless of the end result being the same.
Noise came from one specific room by the end of the corridor. With nothing better to do, he decided to investigate. As soon as he opened the door, a small dog-like Pokemon came rushing out. One of the facility's staff followed after it. Reflexes got Raul to catch it with his hands. "I'm here for a starter. Can I take this and leave?" he asked, the Pokemon still wiggling after Raul held it in between his side and his arms.
He held the brochure he got from the entrance, making sure he read the rules properly. Was there even a procedure to follow aside from getting a starter? Upon reaching the end of the brochure, Raul came to a sudden realization. "Wait, this guy isn't even on this list here." Eyes squinting at the paper to make sure he wasn't missing anything, he sighed and handed over the rogue Rockruff back to the dude in the lab coat, hanging the canine by its armpits. "I'll take the next thing similar to it though. An Eevee, I think." The other ones that were available were too bright and colorful for him anyways.

“Oh, for god’s sake, stand still for a second, will you?!” Derek screamed through his teeth as he struggled with the Rockruff that did not want to give him back his pocket watch. He had already pounced on it three times only to fall flat on the ground as the nimble canine dodged him every time. At this point, Derek looked nothing like a to-be scientist with the lab coat torn in a corner and his hair dishevelled. He wouldn’t be surprised if either of the Professors decided to fire him after finding him in such a state.
However, this pocket watch was too important for him to give up. “This time, I’ll catch you…” he murmured and jumped again. As usual, the Rockruff was too fast for him and it swiftly moved out of the way. To add salt to the injury, just then someone opened the door and the Rockruff left the room with his pocket watch. It had taken him the entire morning to corner the culprit into this room. Whoever did this, was not going to be in Derek’s ‘fav peeps’ list. Pushing himself up, he quickly followed the fleeing Rockruff, and to his delight, the kid who had opened the door had also stopped the Rockruff.
“Thank the heavens,” he sighed as he wrestled the pocket watch out of the Rockruff’s mouth while the boy held it. “You, my friend, are quite fast,” he said, nodding towards Raul. “This little champ is really hard to catch by anyone in this building. Thank you so much!” As Raul checked with the list of available Pokemon and was about to hand the Rockruff back, Derek waved his hands extravagantly with a frown. “Forget the list! You have made my day. And frankly, we will all be happy to not chase this guy down the hall every morning. So, you know what? You can have him and the Eevee! Just don’t go telling people you get two Pokemon for free here. The Professors will have my head.”
Derek walked to the front desk, pulled out a starter pack along with two Pokeballs and handed it to Raul. “The empty one is for the Rockruff, and the other one has Eevee in it. And this bag has all the other goodies you might need to catch more.”

Raul blinked at the person in front of him. "Really? Great, I guess." Surely, this wasn't a daily occurrence in this lab. Two starters were just too generous to give out to starting trainers. The decision was made up on the whim as far as he could tell. The Rockruff seemed to be unwanted here though, and he wasn't sure if having it in his possession would be smart. He wasn't complaining though, as long as he gets to benefit from the situation. This wasn't the reception he had in mind, but he couldn't say that he did not like the outcome of it.
He dropped the Rockruff on the floor as he was handed the supplies and the Pokeballs for both the Rockruff and the Eevee he had requested. Raul turned his head as his eyes followed the Rockruff run through the corridor before turning his attention to the stuff he was given. Curious hands opened the bag without hesitation, finding the necessities for an adventure inside of it immediately. A hi-tech looking device was also included in the bunch, making him wonder where the facility gets the funding to give these out for free. Well, that was none of his business regardless.
"Thanks for this." Common courtesy. He wasn't allowed to forget about it according to his sister. At least he was given a bag to carry the freebies as he had forgotten to bring one on his trip here. Shoving the Pokeball with the Eevee on it to his pocket, Raul started playing with the empty Pokeball on his hand, tossing it up and down the air on his right hand. "Guess I have to chase after that dog now. See ya." The Rockruff was nowhere to be found, but surely, it hasn't ran off somewhere far. Leaving the room, he went back to the entrance to find that freebie and hopefully get somewhere to start.
